Main Answer
Matthias was chosen to replace Judas because the apostolic circle needed a qualified witness who had accompanied Jesus’ ministry and could testify to His resurrection. Peter understood the vacant place among the Twelve through Scripture, and the gathered believers sought God’s direction through prayer.
Two men met the stated requirements, Joseph called Barsabbas and Matthias. The community prayed, cast lots and received Matthias as the person numbered with the eleven apostles (Acts 1:23-26).
The choice prepared the restored group of Twelve for Pentecost. Their main responsibility was public witness to the risen Jesus. The role centred on service.
Why Did the Twelve Need a Replacement?
Judas had belonged to the Twelve and had shared in their ministry before betraying Jesus. His death left an open place within a group that carried symbolic importance for the renewed people of God.
Peter cites the Psalms as he explains the need to fill the office. The decision grows from prayerful reading of Scripture and from the mission Jesus had given the apostles.
The replacement also ensured that twelve recognised witnesses stood together when the Spirit came at Pentecost.
One must become a witness with us of his resurrection.

Why Was Matthias Qualified?
Peter required a person who had been present from the baptism of John through the ascension. Matthias therefore knew the public ministry of Jesus and could speak from sustained experience.
Acts gives no account of a campaign or personal claim from Matthias. He appears as one of two suitable servants placed before God by the community.
The qualification keeps attention on the resurrection. Apostolic witness rests on what God did in Jesus and on testimony connected with the events.
Matthias’ appointment fits the opening movement of the complete study of Acts, where prayer, witness and the promise of the Spirit prepare the church for its public mission.
The Extra Study below looks more closely at the symbolism of the Twelve, the use of lots and what Matthias’ quiet appearance teaches about Christian leadership.
