The Short Answer
Fear of going to hell can come from several places, including a real awareness of sin and a conscience that keeps searching for certainty. For some people the fear continues even after they have confessed and tried to trust God’s promises.
The Bible responds to fear by directing the reader toward Christ and by giving serious warnings their proper context. A frightened conscience often needs both honesty about actual sin and careful attention to what a passage really says.
If your fear keeps repeating without new evidence, return to the same gospel promises instead of treating the repetition itself as proof that you remain condemned.
Fear Can Become Detached From the Actual Biblical Warning
A person may read a severe passage and begin applying it to every thought or past mistake. Context can restore proportion by showing who the warning addresses and what response it seeks.
The gospel also gives positive promises to people who turn to Christ. Those promises deserve the same careful attention as the warnings.
